FromApril27thto28th,the2014ChinaPetroleumandChemicalPrivateEnterpriseDevelopmentConferencewasheldintheGreatHallofthePeopleinBeijing.Themeetingcommended12Chineseprivatechemicaltransformationdemonstrationenterprises,20Chineseprivatepetroleumandchemicaloutstandinginnovativecompanies,145Chinesepetroleumandchemicaloutstandingprivatecompaniesand175entrepreneurs.HuHuawen,SecretaryofthePartyCommittee,ChairmanandGeneralManagerofXiangyunCo.,Ltd.,wasawardedthetitleof"ExcellentPrivateEntrepreneurofChinaPetroleumandChemicalIndustry". GuXiulian,vicechairmanoftheStandingCommitteeoftheTenthNationalPeople'sCongress,attendedthemeetinganddeliveredaspeech.Shepointedoutthatthenewgovernmentisvigorouslypromotingthereformoftheadministrativemanagementsystem,throughstreamliningadministrationanddelegatingpower,creatingalevelplayingfieldfordomesticenterprises,stimulatingthecreativityofmarketplayers,andacceleratingthereformoftheeconomicstructure. Inthereport,LiYongwu,PresidentoftheChinaPetroleumandChemicalIndustryFederation,summarizedtheachievementsandvaluableexperienceofpetroleumandchemicalprivateenterprisesinthecomplexeconomicenvironmentfrom2011to2013,andputforwardhopeforthenextdevelopmentofprivateenterprisesAndrequirements,itisclearthatprivateenterprisesshouldseizetheopportunityofdeepeningreformandacceleratethedevelopmentdirectionoftransformationandupgradinginthefuture.Heemphasizedthatpetroleumandchemicalprivateenterprisesaccountedforhalfoftheindustryeconomy.Sincethe"TwelfthFive-YearPlan",withthecontinuousimprovementofthesocialistmarketeconomicsystem,thepetroleumandchemicalprivateeconomyhasshownagoodmomentumofsteadydevelopment,andthetotaleconomicvolumeoftheindustryTheproportionofChinacontinuestorise.In2011,thetotaloutputvalueofthenon-publiceconomyofthepetroleumandchemicalindustrywas5.65trillionyuan,ayear-on-yearincreaseof34.9%,accountingfor50.11%,morethanhalfforthefirsttimeinhistory.Bytheendof2013,therewere25,946non-publiceconomicenterprisesintheindustry,ayear-on-yearincreaseof5.9%,accountingfor90.6%oftheentireindustry;mainbusinessincomewas7.55trillionyuan,anincreaseof15.1%year-on-year,accountingfor56.7%oftheindustry’smainbusinessincome;profitsandtaxesThetotalamountwas0.73trillionyuan,anincreaseof4.1%year-on-year,accountingfor41.2%oftheentireindustry. LiYongwusaidthatintheprocessofstabilizinggrowth,adjustingstructure,andtransformingmethods,whetherprivateenterprisescaninnovatetheiradvantagesandachievenewleapfrogswilldeterminethefutureoftheindustrytoacertainextent.Therefore,inthefuturedevelopmentofprivateenterprises,firstly,theymustadjustthecorporatedevelopmentstrategyunderthemediumandhigh-speedeconomicgrowth;secondly,theymustactivelypromoteindustrialstructureadjustmentandenterpriseoptimizationandupgrading;thirdly,theymuststrengthensafetyandenvironmentalprotectionandpromotegreenandlow-carbondevelopment;fourthly,theymuststrengthentheirreputationBrandandcorporateimagebuilding. Itisunderstoodthattheselectionofoutstandingprivateenterprisesorprivateentrepreneursmainlyinspectsenterprisesfromeconomicindicators,technicalindicators,resourceandenergyconsumptionindicators,andenvironmentalprotectionindicators. TheselectionandcommendationactivitiesforoutstandingprivateenterprisesandoutstandingprivateentrepreneursorganizedbytheChinaPetroleumandChemicalIndustryFederationhavebeensuccessfullycarriedout5timessince2003,commendingabout500outstandingprivateenterprisesandabout800outstandingprivateentrepreneurs.Differentfromtheprevious5times,thisconferencenewlyestablishedthe"TransformationandUpgradeModelPrivateEnterprise"award.
